TPD Explained: What 2 ml and 20 mg Really Mean

1 min read

Two limits that shape the whole EU market

If you have shopped for vapes in Europe recently, you have noticed that everything looks smaller than it used to. That is not a supply problem — it is the Tobacco Products Directive (2014/40/EU), and two of its rules do most of the work:

  • 2 ml — the maximum capacity of a tank, cartridge or refill container for nicotine-containing e-liquid.
  • 20 mg/ml — the maximum nicotine concentration. A 10 ml bottle can therefore hold at most 200 mg of nicotine in total.

Everything else follows from those two numbers: the "600 puff" devices on sale across the EU are not a marketing choice, they are roughly what 2 ml of e-liquid delivers.

What else the TPD requires

  • Child-resistant and tamper-evident packaging.
  • A health warning covering 30% of the front and back of the pack: "This product contains nicotine which is a highly addictive substance."
  • A leaflet with ingredients, toxicological information and advice for use and storage.
  • Notification of the product to the authorities in each member state before it is sold.
  • No advertising that targets minors, and no health or cessation claims.

Why the big devices still exist

Devices with 10 ml or 20 ml of e-liquid are sold across Europe, but they are not one container. They use a 2 ml pod plus a separate refill container, which is legal provided each part stays within the limit. That is why a "6000 puff" kit arrives as a small pod and a bottle rather than one big disposable.

What this means when you order

Every product in this store is within the TPD limits: 2 ml capacity and 20 mg/ml maximum. If you are coming from a market outside the EU and used to 5% disposables, note that 20 mg/ml is 2% — the strongest strength legally available here.

Not sure which device suits you?

If you vape occasionally, a 600-puff disposable is the simplest way in. If you vape daily, a refillable pod kit plus a 10 ml nicotine salt works out far cheaper per puff — our buying guides break down the maths.
